Foreign aid policy competition in Africa: UAE vs Qatar

Abstract

This article examines one of the most important modern foreign policy instruments of states' soft power – their foreign aid policies. Using the example of two small states of the Persian Gulf region, the UAE and Qatar, which demonstrate the most active involvement in both regional and international political processes and are actually competitors, the authors demonstrate the importance of this direction in the foreign policy strategy of these countries. Also, within the framework of this study, using specific examples, the most significant instruments of external assistance are considered, which are used to implement the goals of states and promote their national interests. The study highlights the importance of the rivalry between the UAE and Qatar, which permeates their foreign policy aid strategy, and draws conclusions about the possible consequences for both African countries and the Gulf monarchies of advancing such a foreign policy line.
