The subjective role of Burkhan Mansurov in the birth of the tatar legislative power
Abstract
The relevance of this research is connected with the study and popularization of the history of the native land, as well as the history of the statehood of the Tatar people: its development and functioning after the First World War and the two revolutions of 1917. The purpose of this study is to study and determine the personal contribution of Mansurov Burkhan Khusnutdinovich, as the first head of the Tatar Central Executive Committee (TatCEC) to the development of the legislative power of Tatarstan. The research method is chronological. The results of the study show that Burkhan Mansurov's personal (subjective) contribution to the formation and development of the Tatar legislative (representative) power is, first, the result of the formation and change of the personality of Burkhan Khusnutdinovich himself, as a revolutionary and political figure. Accordingly, the TatCEC was formed as a local government body and was staffed with representatives of the Tatar people. The material of this article can be useful for studying the history of Tatarstan and the history of Russia in the framework of school and university programs, as well as for obtaining information about the first head of the parliament of the Tatar autonomy.
